As local governments grapple with the issue and consequences of sprawl, infill development and sustainable reuse have arisen as a sustainable smart growth solution.  Infill development encompasses sustainable reuse that recycles existing land sources, minimizes impacts to habitat, reduces greenhouse gas emissions, and preserves open space.  But infill development is not only a sustainable solution, it is also a cost effective method that also promotes job creation, boosts the local economy, creates affordable housing opportunities, and encourages complete neighborhoods.&nb

General Plans

California state law requires each city and county to adopt a general plan “for the physical development of the county or city, and any land outside its boundaries which bears relation to its planning” (§65300). The California Supreme Court has called the general plan the constitution for future development.” The general plan expresses the community’s development goals and embodies public policy relative to the distribution of future land uses, both public and private.

Redevelopment and Revitalization

Applicable Community Size

Redevelopment is a tool created by state law (CA Health & Safety Code Section 33330 et seq.) to assist local governments in eliminating blight from a designated area, stimulate community development and achieve community goals.  Redevelopment can help communities implement a revitalization effort in their downtown, neighborhood or industrial areas. Redevelopment plans are locally created and adopted so they respond to a community’s unique needs and vision.
